It's getting the horn on , ie, an erection. Certainly I heard and used this phrase in the around 1960 - common UK working class phrase.

"I've got the horn." "She gives me the horn." "She gives me a horn on." (horn-on?)

Small dark beady eyes. This is a fine example of a tradesmen's insider joke, in this case from the printing industry. It refers to a spoof typeface that, supposedly, had stops that were some 50 per cent larger than the rest of the typeface. This was, of course a Sans Serif.
