Basically sugar rush and sugar is associated as being hyper and happy. Pop is like the explosion. So its like saying something is REALLY cool or makes u really happy.

ex. “he asked me out!” “THATS SO SUGARPOP”
or another ex. “i failed the quiz it was so not sugarpop”
