Someone who is always puttering around and is always late because they are doing things they shouldn’t be doing whereas their friends are baffled.... probably because they are on drugs or extremely ADD

OMG! Derek is such a fuddler, he is searching through his tool box for a toothpick when I already got one from sally......what is he doing right now while we are all waiting for him in order to leave??!
