It’s a saying to describe a human being that doesn’t understand humor and believes randomness equates to a funny joke.

“Based” in other words, is a way of calling someone “Basic” for they don’t see things in life as plain and simple, nothing cool.

Person 1: Hey man, you know any good memes?
Person2: Yeah dude, I got you. I’ll send you a link!
Person 1: Wtf is this? Random isn’t funny, you’re so “based” dude!
