Chaff is the core of the wheat from which comes grain.Cut to the chaff means to cut to the essence, the meaning, the essential of what you are trying to say.
Pre 60s....precusor of "cut to the chase"

"Blah, blah, blah"

"Just listen and you'll hear!"
