GoTarded was created by Jay Campbell - GoTarded- a word to describe something that is retarded but has a splash of go mei in it.

Example:
Jon- that dog keeps eating my shoe
ASI - but the dog is so Kawaii and cute
Jon - yeah that dog is GoTarded as fuck
