The only one who has taped into the Speed Force(the dimension where every speedster in the DC Universe get their powers) as a result of running faster than the speed of light and be able to return safely. He's also the one who saved Bart Allen(also known as Impulse,who came from the 30th century,grandson of barry)from a premature death.
In his teenage years he was Kid Flash, his best friend was Dick Grayson-former Robin- and was one of the founders of the Teen Titans. When Barry died saving the Universe he took up the mantle to honor him.

Wally West is now part of the Justice League of America. He also appears in the JL and the JLU Animated, as well as making a couple of appearences in the Teen Titans as Kid Flash.
