(Jay) Was a slur that had similar meanings to; hillbilly, idiot, poor, and dull. It was used around mid 1800's and early 1900's.

News seller: "Extra Extra! Lamebrain jay-walker jumps in-front of noble auto mobile!"
Jay-walker's Mother: "My boy a Jay?"
Police officer: "Serves him right, I say, I hate those good for nothing Jays!"
News seller: "So do we all Sir!"
Jay-walker's mother: "Me too, I hope my stupid jay son rots in hell."
