A word used to describe someone that is acting crazy, likely due to the effects of strong, Russian alcohol. Can also be used in a general context as a positive description of a friend, place or situation.

Did you see Jack last night? He was absolutely spetzed!

The establishment was crazy last night, really spetzed.
