The most complete and utter shit to ever be invented. If you can even say that, they just steal shit from flash movies and try to make a buck on them.
They appear at least every break and last ages, some (VH1,MTV, formerly Comedy Central) had them 2 and sometimes more a break.
The target audience is probably 10-16 year old retards/stoners (note vh1)
