"Outside the Perimeter," which refers to the assholes who don their A-town hats and trendy clothes and tell people they live in Atlanta, Georgia. Actually, they live in a white-bred cookie cutter suburb 30 miles away, and travel here to use our bars, attend our events, clog up our roads, use our public transit, and leave us with the tax burden. Usually are racist and use vague terms like "too much crime" when attempting to justify their shitty suburban lifestyle. Conversely, the term ITP is used to describe someone not necessarily a city of Atlanta resident but at least inside the I-285 beltway.
