Noun, Offencive fragrance products (perfume, Colongue, ect..),sometimes of low quality, used in such quantity (often by someone who has not bathed) that it is overpowering.

Slang: a project which, over time, involves an increasingly large number of people and expense.
Origin: The US project during the second world war to devolop the Atom Bomb.
As they kept wanting more functions, more testing and documentation, what should have been a simple job turned into the Manhattan Project.
