Usually a name for a human. It is an angelicized form of Ciara. Kieras are know to read and draw on their arms, occasionally "forcing" you to draw on them by having the pen in front of their arms and urging you to write on it. They can be quite fierce, and aren't a force to reckon with! (Experience proven) As all humans (specially girls) don't mess with them or you'll get consequences.
