It's pretty simple, someone that won't pass the bong because they are too stoned to remember to pass the bong.

Look up the word douchebag and you might find out what a camper is. The is a person that plays online games that have no skills. Capture the flag means capture the flag not have four out of six team mates staging by their flag for some easy kill. It's not always annoying when my mission is to go and kill the campers. I guess it's legal so go ahead noobs.
