A wasteful government program that is kept alive solely because of the amount of money already dumped into it.

Refers to the $2.7 billion useless and barely functioning military surveillance blimp that broke loose from its mooring in 2015 near Baltimore in 2015 and wrecked everything as it floated off to Pennsylvania.

Obamacare is a loose blimp.
