A Z-list 'celebrity' that hardly anyone knows, has no real influence, or someone that was well recognised 20+ years ago but no longer has that status.

Shotblock

a term used for an action, intentional or not, that prevents someone from taking a photo. Such behaviour is often accidental or inadvertent but it is also intentionally done for humour between friends.

"I tried to get a good photo of us all but that guy kept shotblocking us."
