Someone who is fresh out the water can be:
1. Fresh with some new brand new shining clothes or jewelry.
2. Looking rather skinny, such as a animal would when it comes out of the water.

1. Dog i just went up to the store, and bought me some shinin' jewelry and it looks as if I jumped up out that water
