Can be used to describe a person who is obsessive over drugs or has a uncontrollable urge to use up all of his/her own drugs or his/her friend’s drugs.

Can be also used in verb form to describe someone “using up” all of the drugs at that moment.

Person 2: Na man, you’re such a feen...

Verb form:
Person 1: Damn dude, that’s a lot of weed... Can I feen off you?
Person 2: Fine dawg... don’t use up all my shit tho or you’ll have to pay me back, no cap.
