Dictator

Someone who rules over a bunch of people who doesn't give a shit what the people they rule over think. They are usually considered as total dicks, which is why they are called DIC-tators.

Kim Jong Un is such a dictator. He doesn't give a shit about his people and he is overall just a total dick.
