Someone who portrays themselves as a business person but lacks the required skills or resources to be one. A ‘suit’ wannabe.

We tried to negotiate with him but it became clear after he couldn’t fulfill his end of the deal that he was just a turtleneck.

Man that dude is such a turtleneck he’d probably show up at a black tie gala wearing one.
