Ruddling stands for rough cuddling. Ruddling is everything in between making out and actually hooking up (having sex). It's used to erase confusion when people have different definitions of hooking up.

I want to ruddle with that person.
I ruddled last night at the party with a guy.
I walked in on two people ruddling.
