A person who is either a tiny bit or to much retarded.

That tetard really was having fun throwing those sticks at the wall.

Etard

Basically the same thing as retard but with a e! Used within a body of groups to disguise retard by dropping the r and saying it with the rest to keep it on the low.

The school didn’t want people to say retard so students started etard as a substitute to be more lowkey.
