This occurs when many people think they have a clue about a technical issue but do not really, so they converse amoungst themselves excluding anyone with knowledge of the technicality

Theres billy bob,Margret sue and ralph trying to figure out how to turn there computer on. wonder when the DDOI (Distributed denial of intellect) will end and they ask someone who knows?
