When used by a girl in reference to a cute guy who is teasing her, "goon" ironically adopts an endearing connotation. In such a context, "goon" is synonymous to "goofball." It certain scenarios it can be indicative of romantic interest.

Oh my gosh, Andrew, stop teasing me. *giggle* You are SUCH a goon.
