A Bira is a Lebanese Bank Lira that is stuck in the Lebanese banking system.
After the success of retaining USD in banks and creating the Lollar, the same technique is used to devaluate the local currency in banks versus the same currency in cash by creating a lack of liquidity.

I can't withdraw my Biras in bank, I will pay with Liras that I find in black market.
