A baby or small child who cries all the time,or an adult who acts like a "big baby". A complainer, a negative person, a poor sport.

"I don't know if I should go out with you guys tonight. I have to stay here with the waa."

"I don't think I'm going to see that guy anymore. He's a waa and always finds something wrong with everything.
