A "Lucy" is a social acquaintance who constantly makes plans they do not intend to honor. The etymology comes from the character of Lucy in Charles Schultz's "Peanuts" comic strip who constantly encourages Charlie Brown to kick the football and then, inevitably, snatched the football away, causing Charlie to fall hard on his ass.
