The Mayor and the Assembly made a real practice of cantankery.
It is the ability of extraordinary people with strange powers who are able to "blend" and "mesh" their abilities together. In this way, they are able to act as one organism. They progress toward a mature gestalt consciousness, called the homo gestalt, the next step in the human evolution.
It is based on a concept developed in a science fiction novel by Theodore Sturgeon titled "More Than Human" published in 1953.
"Blesh" is a portmanteau of "blend" and "mesh".

The person in a community who is the chief advocate to ban transgender people from using the bathroom that matches their gender identity, but rather their biological status at birth. This is the self-appointed person who, through their argument, pushes for some form of inspection to make sure peoples genitals match the sign on the bathroom door. This is similar to an Inspector General of a government division.
Jim Minnery of Alaska has been fighting so hard to stop transgender people from using intimate facilities that match their gender, he is the Inspector Genital of Alaska.
Days later he still had that look on his face. Serious duraglow.
A diplomatic gesture like a handshake or a greeting that clearly and civilly demonstrates the fierce and unrelenting determination of the part making the gesture.
