Anime

The quality of the animation depends on the budget and time the artists spend in drawing and coloring the frames. At times, anime artists get lazy and simply repeat a whole bunch of frames in order to help stretch 5 minutes worth of animation into 25.

One example of an anime movie that has fluid, nonrepetitive animation is Metropois (from the same guy who made Akira). In addition, the movie had stunning computer graphics, and the English translation was a helluva lot better than what I expected in an anime film.
