In urdu/hindi/punjabi, this phrase is used to describe anything that is 2nd class, suspicious, under the table, used, defective, illegitimate...or along those lines.

- that government worker does dhoe number stuff. (he does illegal stuff)
- that police officer is dhoe number. ( a fake cop )
- That girl is dhoe number (slut)
- that car is dhoe number yo, (stolen car)
