a term for a disliked university adminsitrator. A reference to Larry Moneta of Duke University (formerly University of Pennsylvania) who was an administrator involved with bringing disciplinary action against a student who called a group of students a 'bunch of water buffaloes.'

That guy is so useless, he's such a waste, what a water buffalo.
