Used to describe an outstandingly attractive person, primarily a girl (sometimes guys), even by Los Angeles standards. The number can be lowered for additional comparisons between people in other cities.

Person 1: Ava is pretty hot!
Person 2: Yeah, but she's far from a 10 in LA, 6 on a good day.
Person 1: For an Idahoan, she's a ten though.
