an adjective describing a friend who fails to attend or participate in an 'essential' social activity... such as eating drugs or showing up at the club.
causes may include, but are not limited to:
falling asleep, staying home with the boyfriend/girlfriend, deciding to sober up, doing work, or ,god forbid, watching TV.

"where's sarah? I thought she was gonna come out tonight"
"nope...she's being rest home again.

or

"it's time for more drugs! no is not an answer... don't be so fucking rest home!"

schnergs

plural of schnerg (aka. schnergburgler) literally meaning someone who, despite good intentions, is just not up to par.
(the surest sign of a schnerg is someone who does not realize they are one)

damn! that Simon and Beth are so annoying... i mean, they're nice enough, I guess, but they're total schnergs!
