Someone named 23p is usually a village younger/youth that turns up to the local public house with a handfull of small change usually 23 pence in coppers and actually expects to get a beverage.

"Who's that little dickhead trying to buy a bevvy with a sock of change?"

"What, that little gremlin? That's 23p"

"Why do you call him that?"

"Because he usually comes to the pub with 23p..."
