A person who doesn't get proper blood flow past their neck and into the brain which results in poor reasoning skills, low IQ and, of course, a red neck.

John: "Rick Perry does a great job making sure the public doesn't see his red neck but I've seen the line where the blood stops flowing."

Mike: "You don't even need to see the line to know he's an idiot. Just based on the way he talks you know he's a redneck."
