An insult, meaning of poor form or ability, similar to budget. Derived from the Scottish ex-international Rugby player, Budge Poutney, as follows: Budget > Budge (Poutney)> Poutney > Ootney.

The unpleasant sticky residue found on one's lips in the morning, made of dried saliva. Often ends up on the back of ones hand after wiping mouth.

"I only had 8 pints last night, but the lipscum was off the charts this morning"
