Sometimes used by myself amongst other nerds to mean that a router or firewall is preventing a connection to a computer or server.

Friend: "Dude, I tried to log into your minecraft server but it didn't connect for some reason."

Me: "Oh, sorry my router was cock blocking you. Let me forward the right port number and try again."
