A hypothetical situation in post-communist America where the rich are zoned into city ghettos. Similar to red-lining racial segregation in American city planning (hence the name).

Conspiracy Radio Host: "I'm not gonna stand by and let the commy liberal democrats take my house and bread-line me!" "Bread-lining will happen here, it will happen to you".
