The gentleman's way of saying the word retarded. Usually used when someone wishes to insult someone with a touch of class.

Person A: Oh wow she's fucking retarded.
Person B: Mentally conservative.
Person A: Oh, my mistake. Wow she's fucking mentally conservative.
Person B: Good show.
