A satirical phrase about a person who is, or thinks they are good at racing cars or motorcycles on the street or track.

i.e: someone who is can drive fast and is a self proclaimed professional.

"As a certified 'Tarmac specialist', going 130mph with an 800 horsepower car in the rain is an easy job for me."
