A person with no common sense, really dumb. or a person that you think is stupid being the way they look or act. it can also be used as an insult. someone that would remind you of an actual dump truck(big slow dumb and ugly)

A: that kid just got caught pooping in a parking lot
B: Wow what a dump truck
A:yeah that kid is a dump turck
