A girl who doesn't like to hang out with her friends, even if they're moving far away. A Harley would often use very dumb excuses just to be a flake. Harleys can be a good friend sometimes, but other things seem to be more important to them.

Friend one: Did you ask Harley if she wanted to hang out?
Friend two: She said she wanted to hang out with her little brother, what a flake!
