the climatological state; I.e. a weather pattern and/or forecast, consisting of being cold, wet, cloudy, ‘no snow’ et al, combined with a saddening, depressive mood brought about by said suck-ass weather.

Despite the area schools being closed, and the fugliness outside, the sanitation trucks are still picking up garbage!
