Powerful consoles such as the Xbox One X and PS4 Pro refuse to run games at 60 FPS most of the time, solely because the developers of most games on the two systems sacrifice FPS to make the game look better.
A lot of games on console don't run at 60 FPS, and because of the modifiable nature of PCs, with good enough components you can be sure to run any game you like at 60 FPS.
