It creates a situation where your opponent has no choice but to use their 1 normal summon on a monster that will inevitably be destroyed by Dogmatika Punishment and/or set a monster. This board almost always guarantees a turn 3 and shuts down spell heavy decks or decks that rely heavily on link/synchro climbing or special summoning. Ideally you will Spellbook climb into Jowgan so summon it in defense position. It's a fun deck that results in only 1 player being able to play Yugioh."
