It is when a country attacks another country (or entity) that it fears may plan to attack it later. In other words, it takes action not because of factual threat but of mere potential risk. The precautionary principle is also applied when someone is detained or jailed not because of what he has actually done but because of what the government or police think he may potentially do.
The United States attacked and occupied Iraq using the Precautionary Principle. Nothing would prevent it to use the same principle to attack Iran.

Scientific principles are general rules that are followed while doing science or rules that nature tends to follow.
Scientific Principle Examples
The Principle of Least Time a.k.a. Fermat's Principle which states that "light travels between two given points along the path of shortest time."
The principle of cause and effect which states that in order for something to happen there must be an underlying cause or is contingent.
Archimedes Principle: the buoyant force on an object is equal to the weight of the fluid displaced by that object
Examples where principles guide peoples actions would be: making sure all your hypotheses are testable and falsifiable (as opposed to unfalsifiable claims, see Russell's Teapot)

"When the cost of efficiency is greater than the cost of inefficiency"
when the cost and efficiency to build the wall in a factory and ship it, is actually more than the having the inefficient carpenter build it onsite is the Jennings Principle at work.

When I got in the tub, the water level rose. Must be Archimede's principle.

When someone acts like they're doing something out of a principle or high-minded belief, but it's really just a rationalization for being petty. Usually the excuse will involve a concept like rights, laws, economics, or justice. The term is frequently used on Am I The Asshole Podcast.
"I don't tip. Why should consumers pay for a business' labor costs?"
"You sure you're not just a principled petty a-hole?"
"Mike said he didn't invite Jenny to his party because it's his right."
"He's just being principled petty - obviously this is about Jenny calling him out for stealing $20."

The Rolling Principle is the simple logic of rolling between the number 1 and 100. The principle states that when Man A rolls a number, man B will never be able to win the roll, no matter how man other people roll on it. this does not mean Man A will win the roll, it just means Man. B will not.
The Rolling Principle:
Man (A) rolls a 54.
Man (B) rolls a 61.
Man (C) rolls a 75.
Man (B) did not win the roll, because man (A) rolled as well.
