What people who live in most Illinois suburbs call the city of Chicago in an attempt to seem "hood". People that actually live in the city never call it "Chi-Town" because it is very gay to do so.

Suburban white boy 1: Yo I'm going to Chi-Town tomorrow!
Suburban White boy 2: That's legit bro!
Example 2:
Suburban white boy: Are you from the Chi-Town?
Person from Chicago: No, I'm from Chicago.

They're actually usually not.
They're usually filled with kids who DO live on farms, but buy ugly Ugg boots and have parties with heavy drinking to prove they're just as cool as the city folk.
Yes, they are known to be seen riding their tractors around the main town center.

P-Town refers to Portland Oregon.
Because its the biggest city in Oregon it is very popular and many people go there for shopping and such, so it is much easier to say P-Town then to say Portland.
"Hey Im going shopping in P-Town this weekend, wanna go?"

Urbana, Illinois. U town Killas is the hip-hop group that began using this term to talk about their hood, and it quickly spread around Urbana- Champaign, Illinois though it has not caught on to a larger speaking audience probably because Urbana-Champaign remains unknown to most people.
