The meme takes inspiration from many 2020 attack ads which depict him as a reckless leftist who will destroy America . Although the meme was used ironically for most of its use, it seems as of recent biden has been more aggressive in his policy and remarks. The joke was also picked up by many mainstream news outlets (typically more right wing) which saw it as an attempt by leftist to make him look cooler.
