"Bull" is being used as a double entendre -- meaning both the animal shown on the nickel and the other meaning of stupid or untrue talk or writing; nonsense. So, the bull is coming off the nickel and bring applied to the situation at hand. The situation at hand being nonsensical.
This obscure phrase is famously used in the Twilight Zone episode "Mr. Garrity and the Graves". Rod Serling, in the intro, uses this expression in referring to Jared Garrity, who makes a living restoring life to the dead.

Fill small glass full of ice, One or two shots tequila of your choice and fill with red bull.
Can be substituted with any energy drink of your choice.

When you pop a hole, shotgun style, in the bottom of a red bull can. You then drink some of the Red Bull and add 2 oz. of vodka to the can. Give a light shake, pop the top, and shotgun the mixture.
I want to keep drinking, but I'm getting tired. Let's pound a couple Red Bull Rockets and keep the party going.

Psychiatrist: You are suffering from severe depression.
Defenseless kid: no. I feel fine.
kids parents: Johnny, you are depressed. listen to the doctor.
(in this example the Psychiatrist is a master bull shit artist capable of convincing anyone of any bull shit)
Example 2:
(a man at a modern art museum looks at a painting consisting of randomly placed lines)
man: this is crap
artist: no, you just don't get my art
man: oh, I see it now
(in this example, the artist is not only a bullshit artist but an artist as well!)
