Said mainly during the '90s, during a time where such shallow blonde-speak was almost acceptable. Nowadays, though, saying "talk to the hand" will cause one to become ostracized, or yield a swift beating.

However, you can use soft talk as an action phrase, deliberately soft talking someone, often times in a restaurant or other high volume occupation.e
